Location policy per Watch
Each Watch carries a location policy. Routine runs use Cloudflare edge locations for broad coverage; on Business plans you add ScoutSentinel regional runners in named clouds and regions for deterministic comparison. Region comparisons are only made across the same probe version, browser image and time window.
